The means of IOO Foundation, consisted of gifts, earnings from tasks and sale of publications. The founders - professors, or emeritus professor, in the subject public finances - were: professor. Dr. C. Goedhart, professor. Dr. W. Drees jr., professor. Dr. Th. A. Stevers and professor. Dr. B. Schendstok.
The central theme in the beginning years of IOO was: the controlling of the public expenditures. The underlying rationale behind the foundation of IOO was that it could contribute to an increasing understanding on public expenditures through her investigations. An important publication from that time was ‘Abasement of the Raising’. In the beginning of her existence, the emphasis lay on own financed investigations. Financial donations enabled IOO to perform research, organize conferences, and issue yearbooks on government spending as well as the periodical ’Public Expenditures’.
Gradually IOO has become involved with contract research for Ministries, the House of Parliaments, Municipalities, and Provinces and for executive organizations in the field of social security. Also subsidised institutions, branch organizations, employers’ organizations and employees associations became customers. In this development, IOO has broadened her work area from ‘scientific investigation of government spending’ to ‘the performing of impartial, reliable and practically suitable studies and the provision of advices regarding the financial, administrative and social-economic aspects of government policies’.
During 1996 the IOO Foundation decided to seek partnership with a larger investigation institute in order to enhance professionalisation and market orientation of the Institute. This is become EIM Business and Policy Research. Since 1997 until 2002 as well EIM as the IOO Foundation were shareholder of The Institute for Research on Public Expenditure. In 2002, IOO inc became a full daughter company of the EIM-RvB-Group. IOO inc cooperates with the other specialized daughter companies within the EIM-RvB-Group. Furthermore IOO inc works also together it with specialized knowledge providers outside the Group. These are amongst others: Haskoning, Van de Bunt, Twijnstra en Gudde, Tauw, M&I Partners and Het Expertise Centrum.
Since 2002 the IOO Foundation is not longer shareholder of IOO inc. The IOO Foundation has merged with the Dutch Association for Public Finances and focussed on the publishing of the Periodical for Public Finances, the organisation of symposia and the stimulation of investigations in the financial, administrative and social-economic aspects of the government policies. Both merger partners have started their operations under the new name: Wim Drees Foundation for Public Finances.
